Updates policy on sale of special forest products. Identifies miscellaneous forest products as special forest products. Establishes permit and appraisal standards for special forest products.

Objective is to sell special forest products in a cost efficient manner and at fair market value while serving local needs and meeting forest land and resource management plan objective.

Manage special forest products on a sustainable basis without impairment to the productivity of the land.

Develop and update value and rate schedules for all products.

Develop NEPA documentation for issuance of special forest products sales and permits, including conducting biological evaluations.

Develop direction for traditional gathering by local residents and Native Americans.

Use a minimum of 20 percent of wholesale market value of the special products as a starting point for establishing the appraised value of the products. Adjust this percentage based on local conditions.

Re-delegates authority to sell and dispose of special forest products.

53.4  Forest Products Sale Permits

Use Form R8-FS-2400-4 for commercial sales.

Use R8-FS-2400-4 for fuelwood when sale conditions make it more appropriate.

Use R8-FS-2400-4a for fuelwood, when conditions do not require R8-FS-2400-4, and for Christmas trees and other products such as moss or pinecones.
