Authorizes Forest Officers to sell other forest products where it will serve local needs and meet land management objectives.

Sets policy to use management measures that perpetuate or increase production within applicable objectives, standards and guidelines of the forest plan. Recover fair market value of such products when it is practical to do so.

Directs Regional Foresters to develop valuation and sale procedures, including conditions of sale for tree sap and other forest products.

87  Sale of Other Forest Products

87.2   Naval stores cuppage. Use trees selected for sawtimber, and only in stands selected for regeneration during the management plan period. Where portions of stands contain enough marked trees to make a naval store?s operation practical, only offer the operable portion for that purpose. Follow principle that naval stores provide byproducts to the primary objective (i.e., sawtimber). Contracts provide cupping methods that minimize damage and loss of timber products.

87.21  Sale Procedures. Forest Supervisors submit annual list to Regional Forester, showing proposed naval stores cuppage sales and appraisal data. Approval authorizes Line Officer to proceed with advertisement. Give frequent rate determinations to minimize risk in market fluctuations.

87.22  Unit of Measure. Unit of measure for payment is "___ per face per year." Such terms as "thousand faces" or "crops" (10,000 faces = 1 crop) occur frequently in discussions of cuppage.

87.3   Pine Distillate Wood. Sell pitchy stumps and top wood left following logging of longleaf and other pine rosin, pine oil, charcoal, and other derivatives; Sell by the ton, acre, cord or by cubic foot.

87.4  Christmas Trees and Greens. Sell in accordance with established silvicultural prescriptions. Do maximum stand improvement in commercial stands. Sales in accordance with objectives, standards and guidelines of Forest Plan; manage exclusively for Christmas trees when authorized in the Forest Plan or in other approved plan. Regional Forester specifies valuation procedures for sales.

87.6  Tropical Forest Products. Line Officers may sell or dispose of vines, tree fruits (except coffee), seeds and cutting of fruit trees and bamboo, palm leaves and palm leaf sheaths, mixed grasses and straw, bark, bromeliads, similar plants and fungi, and sphagnum moss; Charcoal -- Appraise and sell using local costs and values; use local standard size sack as the unit of measure; Forage -- Dispose of forage eaten by animals staked out or confined in pastures through special use permits; include charges in the special use fees; Coffee -- Dispose of under special use permits; base charges on estimated harvestable yield in the area covered by the permit and the price which growers receive.

87.71  BROKEN-LINK BROKEN-LINK List of Saleable Products. Provides a list of saleable plant products; verify that sales and removals comply with state and federal laws.

87.72  Use of Products Without a Permit. Unless it is necessary to control use or removal, do not require free use permit or a sale agreement for small amounts of products (e.g., cones, mushrooms, berries, acorns, black walnuts, or medicinal roots.
